    I heard one the other day that I thought had some promise by incorporating a tiered aspect to fouls like the college level.

     

    As it stands, fouls result in FT starting with 5th foul of the quarter, but that is it.  Instead, why not add a second tier where starting with the 10th foul, any off-the-ball intentional foul results in FTs plus the ball.    It would still treat shooting fouls, basketball play fouls (e.g. moving screens), and intentional on-the-ball fouling at the end of games, while severely limiting a teams ability to use the Hack-a-strategy and actually turning it into a strategic aspect of the game instead of something coaches just do every time up the court.
